In 2005 the Department of Business, Tourism, Culture and Rural Development and the Newfoundland-Labrador Federation of Co-operatives (NLFC ) announced a partnership to advance co-operative development in the province. A joint five year Memorandum of Understanding (MOU) was initiated in 2007, which focused on enhanced development and promotion of the co-operative model to support business growth in rural communities throughout Newfoundland and Labrador.
Building on the progress of the 2007 MOU between the Provincial Government and the NLFC, a renewed MOU was signed by both parties in 2012. Included in the 2012 MOU is the continuation of a regional co-operative developers' network, comprised of seven departmental staff with extensive experience working within rural communities. They were given co-op development training which helps them to identify co-operative opportunities, initiate regional projects, and promote the co-op model for business. Network members also assist existing co-ops with funding proposals and provide advice about by-laws, co-op legislation, board training, and business planning.

Identified as a goal in the MOU, the Department of Business, Tourism, Culture and Rural Development partnered with the Newfoundland -Labrador Federation of Co-operatives to implement a Business Retention and Expansion (BR&E) initiative with the co-op sector. The completed report will be used by the NLFC during its AGM on September 27, 2014 to facilitate a discussion about opportunities for co-operatives and their partners.
